Update to Pelagic Arts

I pushed a cool new update to the game which adds an entirely new Pelagic Art called Mnemonics! This allows Atlanteans to store ideas and memories in inanimate objects. It's like a notepad, but cooler! In the process, I retired an old Art, because it was basically Cryokinesis under a different name.
